- Refugee Assistance Program (RAP) - Bob's PlaceThe Refugee Assistance Program (RAP), also known as 'Bob's School,' was established in 1978 by the Syracuse City School District to assist the increasing numbers of refugees arriving in the Syracuse community. English for Speakers of Other Languages (ESOL) is one of the many services offered by RAP.
